JSW Utkal Steel signed an agreement with the Odisha Government to develop a captive jetty at Jatahar Muhan in Jagatsinghpur district. The initiative coincides with the JSW Group’s larger expansion plans. This includes a 50:50 joint venture between JSW Steel and South Korea’s POSCO to build a 6 MTPA greenfield steel plant in Odisha with a Rs 35,000 crore investment by 2031, initially located on an 887-acre land parcel held by JSW’s subsidiary, Saffron Resources as reported by The Hindu. Corporate Restructuring The jetty project will be executed through JSW Infrastructure’s wholly-owned subsidiary, JSW Jatadhar Marine Services. In June 2025, JSW Utkal Steel applied to the state government to novate the original concession agreement. A year later, on June 18, 2026, the Odisha Government approved the transfer. This reportedly led to the execution of a formal novation agreement between JSW Utkal and JSW Jatadhar. The company statement did not quantify the exact investment required for the jetty. Mega Steel Plant, National Maritime Vision The jetty project directly supports JSW Steel’s plans to set up a Rs 1 lakh crore, 13.2 MTPA greenfield steel plant at Paradip in Jagatsinghpur. Executed by JSW Utkal Steel, this 2,678-acre facility in Dhinkia will feature two blast furnaces, a 900 MW captive power plant, a 10 MTPA cement grinding unit, and a captive jetty at Paradip port.
